Technically speaking, these are two different species. The fish shown in the picture is the volitans lionfish (Pterois volitans) from the IndoPacific region : http://www.fishbase.org/Summary/speciesSummary.php?ID=5195&genusname=Pterois&speciesname=volitans

The African (or frill-fin) lionfish (Pterois monbasae) is the one from Africa: http://www.fishbase.org/Summary/speciesSummary.php?ID=10288&genusname=Pterois&speciesname=mombasae These don't get as large as the P. volitans either. Other than this, fivespeed gave you a good physical description of how they differ in appearance.

Not much except for the length of the "horns". The ones from the indo pacific will have shorter horns on their heads. They usually have a bit more red coloration, but not always. The ones from africa will have much longer horns and are sometimes black and white, but are often just red or brown and white. Other than that, they are pretty much the same fish.
