No, Dell RAM isn't required for your PC, but there are different kinds of RAM, so you need to get the right kind.
For example, go to http://www.kingston.com, and use the "Memory Search" tool on the upper right. Once you get to the point it displays available memory for your system, look at the Description field. It will say the type of memory (for example DDR333). Or, you may have to look in the "System Info" section at the bottom of the page. Either way, it should tell you the "type" of memory you need. Then you can go to ebay.com or PriceWatch.com or where ever you like, and pick out the "brand" that you want.

It's not proprietary- you can install any RAM of the correct type. So if your Dell uses DDR PC3200 RAM, you can use Samsung, Crucial, Corsair, Kingston etc.
If your particular model uses DDR2 memory, you'd have to get the appropriate type- PC2 4200 or 5300, whatever your system supports. But it doesn't have to be Dell-branded memory.
