xerox-copy shop with lamination shop... especially near schools, and job-offering companies, students and other people, especially with workers, do document/photo copies a lot... near High schools, Universities, Colleges, etc... Filipino also loves to laminate photos, diploma awards, etc...

food shop or carinderia... near High schools, Colleges, Universities, etc... many prefer going to a carinderia than to go to fast food or restaurants, because it's cheaper...

I would seriously consider going into pharmaceuticals. Not compete with the major players, just act as a major distributor. I mean think about it... a sick person would buy medicine before clothes, so meds are bound to be in demand.
Another one that a colleague and I had considered at one point... a funeral home. ^_^ If you're the only one in the area, all the people with deaths in the family and are in a hurry for the burial will almost automatically pick your funeral parlor. A friend of my father's got very rich off his funeral business.

Gotohan. Your food stall must be located near the MRT exit. There must be tokwa't baboy and a humburger sandwich as an option. Go to SHAW BLVD MRT station and observe a GOTOHAN there if you want a first hand idea.

Food is always in demand . Coffee House would be another option but it will cost more than the One Million Max you have. I am planning on opening coffee house with pastries and simple sandwiches in either Cebu, Davao with Manila would be my last choice.
I have three businesses in the Philippines and so far they doing fairly good.

How about pension house/tour guide to all the Kanos that come to meet their mahals. Plus transport for them also. You could make a killing.

Drugs. There's nothing more profitable than selling shabu in the philippines. You don't even need that much. 300k for your initial product, and 200k to bribe your local neighborhood cops tanods. People who can't even afford to buy clothes will steal and rob to buy a few grams, you'll be rich in no time.
