Not really. It means you are probolly on the same network or internet service provider, but thats all.
Its the same if you address was 123 elm street and your neighbor was 124 elm street

that could mean nothing...
but it also could mean they live in the same area as each other....
if it is the last 2 blocks of numbers that are 1 difference then its more likely to be ppl closer together....
if the first number is one different its not so likely....

Very likely but the likelihood is also high you share nothing more than subscribing the same ISP for access.
