Nobody is ever the initiator when it comes to intimacy. Think of two mimes mimicking one another and one of them messes up. Did the person who messed up initiate the intimacy or did the other person? You call them your significant other because you want to mirror them but in life you soon realize the only person you can truly mirror is yourself. The true initiator is the relationship itself. Once you are in a relationship it sets the limits for what you can and cannot be done. If you don't want to end the relationship then you do what it takes to keep that mirror effect going on, but; both people are basically doing the same thing.
