Yup, Neil Armstrong.

And Buzz Aldrin. They were both in the Apollo 11 LM, so they both landed at the same time, but Neil was the first one out the door and he was first to set foot on the ground on the Moon.

Today, Armstrong shuns publicity and is rarely seen at public events. But Aldrin is out there, talking to the public and being active in advocating for space exploration. He should have been first to step on the Moon because he is a better ambassador for space and deserved the fame more than Armstrong.
