I doubt it very seriously. They can always claim they were on their way to something really important or dangerous. They have the 'right' to some degree to persue post haste. They have to be careful and they are supposed to use their lights and sirens if necessary to ensure safety on the street.

But if you attempt the chase, you'll probably get arrested for speeding and they'll never hear your case about the officers who were at fault.

I know of one case where an officer did do something that was questionable and the person who saw it ID"d the police car, noted the date and time and place and went to the police station to file a complaint. The guilty officer was contacted upon his return to the station and his Superior officer gave him a chance to defend himself. Because the citizen had details, facts, date and time and personally came in to register the complaint - and because the officer had a video camera and also had to report where he was, couldn't really lie - was reprimanded for what he had done. So, there is a way to do this - but you'd be putting yourself out there. Some of them are mean enough to want retribution.

I don't know. Can I do a citizens arrest on cops who fail to see people doing the wrong things on the road?

Failure to stop a a stop sign is NOT an arrestable offense in most places. Short of witnessing them committing murder, I would recommend not attempting to arrest a cop for anything.

No, because all they have to do is SAY they were 'on a run', and they're forgiven. Seriously. Of course, you can't 'arrest' him/her for that anyway...but you could write down his car number and time of day, and call the station to tell them he/she was driving unsafely. It won't do any good, but it's really the only option you have.

This would be a case of your word against his and would never hold up in court. You will only piss off a cop. My father used to tell me never place your b^lls on a anvil in front of a man holding a big hammer, it just isn't wise.

failing to come to a complete stop isn't arrestable; and I doubt if a judge would take your word over a police officer

Didn't you know the people that enforce the rules of the road get to break them at will? I've seen cops flip there lights on just to run a red light to get to an Ihop that much faster, no bullshit.

Uh no (LOL). Report it to his supervisor. Get it on video and hope he wasn't on his way to an important call that required his immediate response but not to tip off the perp with lights and sirens.
