doesnt come on all the time, but when it does it doesnt blow out cold air... what does this mean?

i would suspect a low refridgerant charge

That indicates a major problem with compressor unit. Honda manual states you are to turn it off ASAP. Look at page 158 for 1995- 2004 models

It needs charged, dude! You can try cleanin the grill right below your windsheild see if that helps. It sucks air through there like a filter on yer household A/C.

Theres most likely a trouble code in the HVAC system. Maybe low pressure in the AC.
