always before... perhaps the DAY before, so they will have taken up a good ammount of water and not be thirsty.... if you give them water with fertilizer in it when they are thirsty, they take up the fertilizer too fast and it can burn them... they need water when they're thirsty and food when they're not.....
for houseplants, feed monthly when it's the growing season for the plant.(.or bi-weekly with half strength mixture) ..... when it's not, and the plant slows down, stop fertilizing and slow down the watering too, so it can 'rest'.... it does depend on WHAT houseplant we're talking about, too....

As a general rule, they need feeding during the growing and blooming seasons, but can just get plain water during the remainder of the year. You should mix the plantfood into the water - that's how they absorb nutrients. Unless you give them a teeny weeny little knife and fork to eat with?
Seriously, you do need to know about the feeding habits of your plants. Some indoor plants - african violets, for example, need to be fed from the bottom, and you shouldn't get their leaves wet. Just put them in a saucer of water, let them absorb however much they can in 15-20 minutes, then take the saucer away and place them on a dry dish. Many different types of plants have different requirements.

Use miracle grow, good for almost all plants and mix it according to the directions. Once you feed them with this mixture, you do not need to water, as a separate step.
If the plants are acid loving, use miracid. For summer plants you don't need to feed after June or July. Up until then feed once a month, starting after Memorial day.

I water after I feed. I also do not feed during their resting phase! During the winter months most plants will not need the extrra nutrients! A few exceptions...Christmas cactus and Poinsettia, Amaryllis, and snow whites!

Always, always, always.......water before!! Fertilizer is salt. It pulls water from roots especially if the soil is already dry. Water the day before or at least a few hourse before.

Why don't you buy fertilizer that is water soluble, and read the label?
