I dont want to pay more than 30 dollars for each one. I want a weird and ugly looking angler fish.

Your best bet is to check google for rare and exotic fish for cheap.

You can't keep Angler fish unless you have a tank with a couple thousand pounds of pressure. Angler fish make their homes in deep ocean ravines where the pressure is far too great for humans. If you attempted to bring an Angler fish to the surface, it would die because of the pressure differential.
For Puffers, you could get a freshwater Dwarf Puffer for about $5. They require at least 2 gallons of(anything else is cruel), filtered and heated water with no tankmates and plenty of plants to explore. The Puffer will need to be fed live and frozen foods, so you are looking at about $5-$10 a week just to feed it.
