Seems he takes the blame for everything from the war to athletes foot.
Barry Bonds Attorney blamed all Bonds problems with Steroids on Bush yesterday, so I think Bush gets the "Everyone's Problems are his fault Buck" Award...

You don't understand what "The Buck stops here" means do you? It means he makes the hard decisions, and takes the blame when they go wrong. Truly that describes Bush and truly that means the the buck stops with him.
An example of "passing the buck" might be Clinton's inaction to do anything for 8 years on Iraq or repeated terrorist attacks.
