Of course not. If he had a widow, he would be dead.
What surprises me is not the question -- I assume it was a brain teaser -- but just how many people answered incorrectly even after the correct answer was posted. Don't others glance at the previous answers before providing their own? Or are there just a lot of stupid people responding tonight?

Your widow is your surviving wife after you die.
I assume you mean your departed wife's sister. It's not illegal. Legally you are no longer married and are free to marry anybody that is not a blood relative to you.
If I divorce my wife...I can then marry her sister too. so yeah...it's legal, but I would think you are asking for all kinds of family trouble.

Bren G is right. Did you mean your dead wife's sister? If so - yes you can marry her - and you won't be the first guy to do it.

absolutely. you aren't blood related and you're widowed. it might be a little uncomfortable with her family though.EDIT- okay, you got me. i guess i didn't read the question well.
