I think you misread or misheard something along the way, because there's absolutely no historical basis for your claim. The only think I can think of that you might possibly have heard about is the emperor Trajan's games that lasted 122 days, during which 11,000 people were killed. Trajan didn't have those people killed though, some died in the arena and others were trampled to death at events. They were not, however, put to death the achieve a political motive.

A Roman Emperor would not have to do this as Rome was under constant attack anyway! From the barbarians.

Could be Nero or Caligula, both were mass killers. If you care to complete the question, maybe you can get a better answer.

You don't mean Nero having Rome burned? I never heard of an Emperor actually killing Roman citizens.

It certainly wasn't Nero or Gaius Germanicus (Caligula). I have never heard of this before and it's not in my copy of Gibbons "Decline and Fall of the Roman Empire"

What are you talking about? I doubt this ever happened. I certainly don't know of it, and I expect I would.

I don't know what the guy who was rambling about Sparta was talking about. Sparta was a non-entity at this time, as were the Persians.
