Probably the 360, since you don't care about the DVD thing.
1. It has many good games coming out this year, with many exclusives(if you don't count PC). Practically every multiplatform game that is made by third-party developers is created on the 360, and then ported to the PS3, so you can count on the 360 version of the multiplatform games to be better(don't know how long that will be however).
2. It isn't a question of Halo or Metal Gear Solid simply because MGS is a third-party game under an exclusive contract for the time being. Konami isn't stupid, and they haven't been in the past. MGS4 is certainly coming to the 360. Look at past generations. MGS2 came to the Xbox. MGS :Twin Snakes was a Gamecube game. In this generation the 360 install base is much higher than the PS3's and Konami knows that, so they aren't going to limit the platforms MGS4 is going to be on. They are a corporation after all.
The real comparison is do you want Halo 3(great gameplay, average graphics) or Killzone 2(great graphics, terrible gameplay. Honestly, Killzone 1 sucked)?
3. As of right now, every version of 360 is cheaper than the PS3, and just might be $50 dollars more cheaper(?) than that come August, if rumors are correct. Not to mention that the 60 gb version the PS3 will not last too long, as it has been discontinued(not in development). So if you plan on getting a PS3 for an average price, get it soon, because they will not last long(especially during Christmas, if they last until then).
Maybe later down the road the PS3 could be better, but then again, that is what they said about Xbox 1 last generation. Your choice, but I would recommend the 360.

Why would you ignore the Blue Ray / DVD thing when it is one of the most important factors for Hi Definition gaming and Movies.
Not to mention the size of the games you can contain in a Blu Ray Disc as compared to a DVD based game.
Its like saying what would you rather have a Civic or a 350z,
and forget the whole 4 cylinder / 6 cylinder thing.
You can't ignore that because that is one of the biggest technological advantages to PS3.
I have both systems and I like them both ( I actually have 360 premium, but besides the HDMI and HDD the systems are the same). I give PS3 the edge because 360's break a lot and have a bunch of added fees with them. My 360 has broken twice and I've had it with Microsoft.
Ps3 is a much more quality product. I also think that PS3 is more innovative than 360. Sony is always looking ahead rather than looking at right now. I've never had a problem and the games are great.
I recommend PS3 more than 360.

Just in case you didn't know, the Blu-Ray and DVD thing is very important. But anyway, I think the PS3 is way better. The Xbox failure rate is extremely high and the PS3's failure rate is almost non-existent. The Xbox does have more games out now, but the 360 had been out for a year before the Playstation 3 came out. The PS3 does have a very exciting lineup of games for the future. The 2 systems only have a $20 dollar price difference now, and clearly the Playstation 3 is the better buy. Also, the Playstation 3 has a bigger following in Japan, which also gives it a edge over Microsoft.

It really comes down to which controller you like better, whether or not you think the new "playstation home" coming out will be better than xbox live (and whether or not you want to have to pay yearly for online gaming, xbox live costs, ps3 free online gaming).
Right now, the 360 has more games, but the PS3 will catch up in the near future. Game exclusives for each console might also sway your decision. I love Dead Rising, but decided to buy a PS3, so I dont get to play it.
If you have a PSP, you'll want to get a PS3 for the streaming movies/music/photos option via wifi, anywhere in the world, as long as your PS3 is on and hooked to the net (can even stream files from your LAN networked PCs).
Also, as mentioned above, failure rates for 360s are much higher than PS3, although you get a 3 year warranty for the RROD failure now. I would be concerned because they still havent said they know what the problem is, or if its corrected with newer models on the market today.

Ignoring DVD and BLU RAY then it comes down to the type of games you like. If you want Halo III get the XBOX. If you want Metal Gear Solid IV get the PS3.

i prefer the 360 over my Ps3 just so many games to play sure the ps3 will be getting games soon but hell i want them now and the best i can get them just look at all the football games on the 360 running at 60fps compared to the ps3's 30fps i mean come on last gen consoles could pull 30fps looks like more bad press for sony lol

the 360 elite would be a better choice its like comparing a lamborghini with a lamborghini with 20" rims 6 disc cd changer, 7 cupholders, and seat warmers. the lambroghini is still a lamborghini just added with more stuff you don't need especially when the cheaper lamborghini plays better versions of games then the suped up lamborghini with stuff that you don;t need

the 360 elite even thought they have a surtain failure rate the 3year warrenty is un heard of in a game console plus the games are the best and the controller is used by the army and won an award for being the best
