Go to the panel box in your apt and turn everything off. Check the meter, if its running the power is going somewhere.

Ask the manager, you should be on a separate meter.
Find the meter for your apartment and see how fast it is running. Then turn the AC or high and see how fast it is running. That will tell you if you have the right meter or not. Once you have the right meter turn off all the electricity to your apartment at the circuit breaker and see if the meter is still turning . If it is then you are paying for someone else's electricity. You can read your own meter and record the number of kilowatt hours used. You could then compare that to your bill.
Power in wattage = voltage X amperage.
You are charged by the kilowat hour used; that is the 1,000 watts you use each hour. You can take a meter reading of your line voltage and then figure out how many amps you are drawing.
Most equipment tells you on it somewhere, if it is eclectic, how many watts it requires to use. There are meter that you can plug into the wall between the device and the wall socket that tell you exactly how many watts are being used. Find out what your total wattage use is and compare that to your bill.
Finally, ask the electric company how they compute your bill and tell them you want to dispute it because you think that your neighbor is on the same circuit. The electric company can't bill you properly, or legally, unless you are alone on your electric meter.

Turn off your electric service - at the meter! Lock the switch in the off position and see whether the other party loses electricity. If the your downstairs neighbor loses power, too, you'll be justified in thinking he/she shares the same meter.
By the way - This is based on the assumption that there is more than one electric meter for the building. If not...the meter obviously serves both units.
If all else fails - enlist the help of the provider.
Be sure you turn off the correct meter...,the meter number should be one of the items shown on your bill.

When you know your neighbor is using power, turn off ALL of your electrical appliances. Unplug any that go to sleep(still drawing power) plus clocks. Now go look at the meter, if it is still running, he or someone is on your meter also.

Shut off the main breaker to your apartment. It should turn off everything in your apartment. Make sure by looking at the meter. If they are using yours they will have now power as well.
