Only if it's a direct hit to the pubic bone, otherwise for me it hurts more to be hit in the chest.

Yes it does. Women have just sa many nerve ending down there as guys, but packed into a smaller space. A hit may miss the target but still be in the area, so not ever one is gonna be as bad as it is for a guy though.
