The Suzuki Dr's are great and there is a lot of talk about the new Suzuki 400DRZ. It all depends on what you want to do with the bike. The Honda XL R's are more dirt oriented and the Suzuki DR's are more street oriented except the 400DRZ. Yamaha's XT's are good too. Get the one you like best. I don't think you can go wrong with what ever you pick.
Good Luck

I had several Yamaha enduro's, first a 175 cc then 250cc bikes. I liked em. They used to have more low speed torque than any other bike out there, which was great for off road. I don't know about them now a days, I switched to big street bikes.

most of the Jap companies have them, currentl referred to as Dual Sport bikes (enduro from back in the 60s & 70s).

Factory bikes include Suzuki DRZ, Honda XRL, Kawasaki KLR in varying sizes up to 650cc. then KTM has converted their EXC line to be street legal but still a true factory race bike (true enduro). and KTM has the LMC640 and old 450 that are dual sport too but pretty rare in the states.

I have alot of friends that have taken their MX 4 strokers and converted to Dual Sport bikes by adding a dual sport kit (like from Baja Designs), getting a inspection sticker and title so they can get license plates ... this seems like quite a bit of work but then they have a high performance bike that is streetable. alot of XR650R and older KTM 525EXC (prior to factory setting up in '07) are done like that here in TX... but I think that's very hard to do in CA if even still possible these days???

the only element for 4000 stands out as the suzuki dr200 se, it is an excellent bike and would in all probability be great relaxing and rugged and uncomplicated. it appears that evidently like a motorbike from 80s although that's elemental motorcycling at its superb. the drz400sm is especially gutless inventory, throttle does not have any snap and in the experience that your used to motorcross motorcycles you will snicker once you experience the line drz. the twin game drz400 is a lil greater desirable yet nonetheless not very relaxing

Kawasaki KLR650 or Honda XR650L.

Make sure it has headlight, brake/tail light, turn signals front and rear, a working horn, and a place to put the license plate. Without those things, it's not street legal.
