You will have to determine what the problem is in each circuit. I wouldn't say you have to rewire it, but I would take it to an auto electric shop and see what they suggest. It could be a lot of work to get it straightened out. good luck.

You need to get out the old test light and see whats going on.
It may be that all those parts are bad. It may be that a fuse link is bad or not hooked to the starter relay. All those things run through the fuse box, so start there. Just because the fuse is good doesn't mean there is power there. Check each fuse to see if it even has power to it. You may find that several of them are dead. If so, then check the wiring at the starter relay for unhooked wires, burnt fusible links, etc. If all the fusues are hot, then go to the ignition switch and see if all the wires get power with the key on. That could also be a problem, at least for the blinkers, wipers, blower, radio, and reverse lights.

In an old car like that (32 years old), the big problem I have seen is RUST and those lights not getting a good ground.

Go to an auto parts store and buy yourself a troubleshooting light. It's a light with an alligator clip on one side and a light with a sharp point on the other. If you clip on a GOOD ground, the light will tell you if there is +12volts when you touch the point. For instance, if you turn on your turn signal, pull out the light and touch the point inside the socket, the troublelight should blink.

Another troubleshooting tool is a VOM - Volt-Ohm-Meter. The OHM part will show continuity and will tell you if you the light is getting a good ground.

I would say, if your fuses are good, clean your contacts and make sure the bulbs are good and you'll find the problems. Wires usually don't go bad unless it was in a severe accident and you shouldn't need to re-wire.

GOOD luck

You should be looking at all the earth connections. They could be corroded, loose or even missing. A bad earth can cause all sorts of weird happenings in any electrical system.
You also need to get a multi-meter and check that voltage is going to where it should be. It is possible that you may not be getting power from the bus that supplies these items.
Re-wiring is a last resort.

Good grief! Probably! But first you need to get a wiring diagram and find out what circuits work and what don't and start learning to track the wiring harness to see what is broken. It may be one or two wires or you may find in tracing that a rat has chewed wires, etc., leaving you with a choice of patching or repairing.

JC Whitney sells the complete harnesses. It sounds like you have too many problems to try and fix and it would be much easier to just replace the whole harness. Not that bad to do. I had to replace a 1947 Dodge Coupe.
