Using the outward template, is called pinning. You use it for temporary support in keeping cloth and such together. You can pull on one end to remove the staple.

Great question! I've always wondered that myself, especially when a stapler gets kind of broken and uses at least part of that area and I can't get it back to the regular depressions.

Having said that though, I just looked a several of my staplers and couldn't figure out how to move or slide the upper section to where it's over the "pinning" depressions. Any tips?

The outward template is for temporary pinning.
The inward usually is for permanent pinning.
