The 6400 has been replaced from Dell small business with the Vostra line. It was a good LT but the Vostra is a big improvement in price, durability(alloy case), and options availible.
Toshiba is a top brand, depends on the model and options. A little like apples and oranges comparing a specific line to an entire brand.

I used to sell computers and Toshiba and Sony were consistently rated as the two brands with the least software and hardware repair issues. The warranties are much shorter (90 days as opposed to Dell's 1 year) but I've heard that Dell's tech support is absolutely atrocious. They outsource their tech support to India and the technicians are poorly trained and pretty much useless. I ran into this problem with HP and Compaq products. The warranty was longer but it didn't matter because they never helped me. I would go with the Toshiba. They make a solid product and you won't spend as much of your life complaining to some guy named Habib in a third world country who has no desire to help you.

Budget! before you decide which laptop you would wanna buy, decide the budget. from this you will have list of laptop options. then reduce the option by below prorities. (Mine budget was $1700)
1. See the graphic card memory! minimal it has 256 mb and dedicated (not shared) memory would be good choice. [This one shouldnt be tolerated cause you cannot change graphic card on laptop]
2. DVD-RW, not DVD combo. Newest technology (blu-ray) would be awesome.
3. 14.1" max! 12" better. [weight of laptop would be the issue]
4. After sales service! Warranty!
5. Operating System (will go with the price)
You will get your laptop by selecting with above priorities.

Both are good. Get specs of both and make a side by side comparison.
I have a Toshiba, but only because I caught a weekend sale and got it for $299. Of course, it only has 512mb RAM, but I don't do games, video or music, so it is adequate for me. I keep my RAM as free as possible by loading only that which I use daily, loading other software on an as-needed basis. My wallpaper and screensavers are set to none.
