Are there any small businesses out there who would like to link to our small website in return for a reciprocal link ? As far as I understand it, as long as its a real agreement between us, we won't get barred by Google.

You will not be banned by Google for exchanging links, you may get penalised if you subscribe to link farms and suddenly get massive quantities of irrelevant links.
Now having said that, the links that will do you the most good are ones that come from similar sites or businesses as yours. You need to find sites that ideally have a page rank of 4 or higher that in some way are similar to yours.
