Unless you are already famous for other reasons, the only way to ensure your poetry will be published is for you to self-publish.

It may cost a little to get it done, but you will be the one who decides what goes in and what stays out. If you have only a few you'd like to have published, you can create a chapbook and bind it yourself (stapler and a straightedge is all you need). If you have a few hundred that you feel deserve publication, then you can easily find a bookbinder or a publisher who will assist you with the less artistic parts of publishing, but who will help you edit, arrange, index, etc. for a fee.

If you simply want to publish a few poems in magazines, newspapers, etc., Poet's Market is a must have. It comes out every year and if your local bookstore doesn't have a copy on the shelf, they can order one for you and you'll probably have it within the week. If you don't want to spend the money, see if your local library has a copy. The reason this book is so valuable is because it not only lists publishers, but it describes what "kinds" of poetry they are looking for (rhymed, free verse, how long, subject matter, etc.) as well as how to submit it (pay or not to pay, email, paper mail, double spaced, etc.), where and when to send it. It doesn't get more comprehensive than that.

Good luck!

I'm not sure if there is any "best" way. Poet's Market 2008 would list fellowships or contests that would publish a manuscript for you if you were selected. You could also try to get into major magazines first (harpers, paris review, atlantic, etc) and then try to use those as leverage to get a book published. I'm working through those options slowly too--there are probably a lot of more better answers you could get...but other than self-publishing that's the method I'm using.

Hi
I strongly recommend that you purchase or get from the library The Writers Handbook by Barry Turner, to buy it's about twelve to fifteen pounds, I have the 2006 edition which I bought from W.H. Smith, it gives a detailed list of publishers and lots of other useful information.

self publishing is your best bet
otherwise you have to submit to publishers and wait for a rejection or acceptance.
