The machine is on a corporate network and is managed with group policies through Active Directory but there are no policies in place enforcing mouse settings.

I am one of the sys admins and I have verified that it is not a GPO causing the issue.

One reason may be that Group Policies resets it when you logon. You need to get a system adiminstrator to make the change permanent for you.
