no it is either your starter or battery supply to the starter if it is not turning at all or possibly a locked engine i would bet more on the first two though.

What does spark plugs have to do with an engine turning over? If nothing is wrong with the engine, then check battery, starter, possible wiring, or maybe the alternator is not charging the battery. Do you have a light on or something running the battery down? Maybe you can give more information for a better answer.

If it will not turn over than is most likely one of four things, in cost of repair, battery, solenoid, starter, alternator. If you can jump it and it start most likely your battery, or how clean the connections are. You can take it to a auto parts store to have it checked. If you cannot jump it and do not hear a click most likely a solenoid, easy fix. If you hear a click and it does not turn over it is a starter. If your battery checks out ok but the car will not restart after running 20-30 minutes it is your alternator.

No it's doesn't have anything to do with your spark plugs. Your sparks plugs don't have anything to do with your engine turning over. It is either your battery or the connection to the battery or starter.
