How long have you had the fish? It's normal for a new fish to take a while to adjust to a new home.
And do you provide hiding places as caves in live rock or PCV pipes? The more "secure" places you provide, the more likely the fish will be to show itself, because there are more places it can duck into if it feels threatened.
Are there other fish in the tank, and is the damsel a recent addition? Saltwater fish are territorial, so if you added the yellowtail after other fish, they may have already established their territories, and the new fish doesn't have anywhere in the tank it can go that's not already claimed by another fish and he's being bullied.
For a damsel to always be hiding, there must be something off, because this isn't their normal behavior. Also check water parameters (salinity, temperature, ammonia, nitrite, nitrate, pH) and check the fish for signs of disease (heavy slime coat, rapid gill movement, spots on the body).

How long have you had the fish? Also what other fish do you have? If you haven't had him long then yes it is normal for them to hide for awhile even weeks..If there are other fish then he could be getting picked on..I had a 4 stripped damsel that loved to hide in my rock and peek out she came out only to eat and harass other fish..

That's just how that fish is if your fish does not eat at all or just stays in one place at a time than I would think that you have a problem.
