Off the top of my head I would say canadians, but a large portion of our taxes is provincial income tax, sales tax, and provincial sales tax, so you never know. As a Canadian I pay approximately 20% in federal and provincial taxes, ei and cpp premiums. My income is on the lower end, being $26,000.00 CDN and I have no spouse or dependants to claim.
I think it depends on the circumstances as well, because here in Canada we have alot of deductible expenses which reduce the amount of tax we pay in the end.
Oh..and I notice some answerers are saying it must be Canada because of Health Care, but the fact is our health care is regulated by the provinces, not the federal government, although the fed gov't does provide some assistance.

That's hard to say. There is a national sales tax in Canada so their income tax might be lower than expected. I still think even with the sales tax they pay more in income taxes too.

I pay about 15% just in FICA taxes, but I also have to pay for Social Security (which I may never receive), Medicare (which I may never receive) and State Income Taxes. I basically get about 35% of my check chopped off before I receive the first penny.

good question I have no clue - but i Imagine fed income tax is higher in canada because everyone has insurance at least thats what I am told - but if you broke down the numbers too include all the hidden taxes - (beer cigarettes -gasoline - communications - cable - luxury- property - sales- estate-SS(not a tax but the govt takes it every week ) you would probably realize a tax of 50 to 80 percent depending on your income level in the US
