hi....you can plant a cold crop garden now...peas, beans, certain variety of lettuce, dill, carrots.....tomato's, peppers, cukes are out, it is too late for those.
as for flowering perennials:
black-eyed susans
cone flowers
prim roses
shasta daisies
russian sage
hybrid phlox
columbine
astibles
bleeding heart
coreopsis
delphinium
wild geranium
these are just a few of the many varieties out there. you might want to look at different websites to find the flowers that you like, then go to your garden center and buy them, it is cheaper that way (since most places have their stock on sale right now) and the plants are bigger and more established. last week I "stopped in" at our local garden center and found a huge variety of perennials on sale for $4.00 each and they were huge!...I couldn't pass them up...so I made room for them (yes..I have a compulsion...LOLOLOL) hubby says our yard looks like a colorful jungle...lol oh and one more thing...when you are planing out your flower gardens look at each plant description to see when they bloom and mix the different flowers accordingly to your beds....so they have a constant bloom. it takes some planing on your part, but it is well worth it...good luck!!!

I don't think is late for you to plant a garden, I would think you have to concentrate on Fall flowers and plants now- so that when Autumn comes around your flowers start to show off.
I am sure your local gardening center can tell you exactly which flowers are best for your location :) good luck!!
