By definition, graffiti IS illegal. Graffiti STYLE art is, of course, not illegal.
However, those pieces we see on walls that we call graffiti are simple drawing that someone makes large. Some of the "best" ones have usually been very carfully worked out, designed and scaled up with the same care as many established mural artists take.
You, too, can also make these large scale statements by practicing on large pieces of cardboard, such as those boxes that refridgerators and othe large appliances come in. You can work out a design on paper, including the colors you may want to use. When done, draw a "grid" over the design, then outline the full scale grid on the mounted piece of cardboard. The grid allows you to recreate your drawing very accurately on the big piece.
One advantage of these cardboard graffiti is that you can fold them up and keep them, to put up anywhere you want.

I'm 21 and I have been doing graffiti inside and outside of the house since a very young age.
When I first got myself into the art I started to go as far as I can with style, but some do that and I personally believe you should start slow and go on bigger in style when you feel comfortable. Starting with straight lettters, which is box letters with style. There is a process I do but can't really explain on here, it's like ovals to drawing figures but long thin lines of squares.
If you get ahold of me I'll be happy to help you out as much as possible with the art, as long as you keep it to yourself and appreciate it as art.

If you want to put graffiti in books, go to yard sales and similar sales to buy any kind of book that pleases you. This is a popular craft right now, and there is no reason you can't turn it into an art. Graffiti art has been popular for quite a while, so see how others are using it in unusual and legal places, and try that yourself.
Some suggestions for using it: furniture, stacks of old computers, scrap metal, wallboard you purchase and build into anything you like, and huge canvasses you custom make yourself.

This is a good book to read on the history and styles of Graffiti in L.A. It can give you some ideas and styles. You gotta be creative and use your own ideas though. Never rip anyone Else's ideas/ tags/ etc. Its all about your expression. Start with a big blank sheet art book with sharpies, try doing sheets of plywood at home and perfect your skills. Some city's also have walls that you can legally do. Its like any form of art do what you like, and what expresses your creativity.

Draw them on large wooden plank if you have the money to buy them, or try looking on the internet for art classes that deal with graffiti. now that would be awesome.
