China's manufacturing base costs continue to rise, where is the next China in terms of sourcing?

The Chinese government has reduced or eliminated many or most Export Tax Credits. Metals continue to rise and transportation costs increase monthly or quarterly. Where is the next "China" in terms of low cost manufacturing costs?
