Is there possibly a character list of (Alt +) commands of some sort so I won't have to keep asking these questions?

You can use the Alt codes to type special characters Turn on the Num Lock, hold down the ALT key and type in the number using the numerical keypad of your computer. The sites below show you some of the major ones.

There is also a character map on your computer. You can use it as well. Go to Start, All Programs, Accessories, System Tools, Character Map

You're joking right? It's the same key as the tilde, but don't hold down Shift. In case you forgot, the tilde is to the left of the number 1 key.

For special symbols and the complete list, hit the Start button, then run, and type: charmap

The accent as in blase` is the same key as the tilde, just don't hold down the shift key. If you are running windows, click the start button, choose run, type in 'charmap' and hit ok. You'll be able to see all the crazy punctuations and other stuff for each font, and copy and paste them into documents.

Insert it where? In a Word document? Here in Answers? It's different for different applications. Like if I wanted to do it on here I use the "insert symbol" feature in Word, then copy and paste it here (é). But in other places it depends on where you need to use it. I can also paste bullets that way which I've used, especially when typing a recipe (●). It doesn't work with all characters, but with quite a few. That method will work on most Message Boards as well.

Look at the upper left of your keyboard in line with the numbers, right under the Esc key. There you will find a key that gives ` or ~ in upper case.
You can also open MS Word and go to symbols. There you will find all sorts of symbols you can insert and then copy and paste to anything.

Alt 160 makes á
Alt 642 makes é
Alt 161 makes í
Alt 162 makes ó
Alt 163 makes ú

Just play around with it. There are many more.

do you use a PC or mac? cuz if you're on a PC, you can go to

start menu

all programs

accessories

and there will be a character map with all sorts of special characters
