It is now called NASDAQ and it's in New York... all the OTC markets were united under the NASDAQ banner some years ago.

OTC means the NASDAQ exchange; and yes, it is in New York.

"Pink sheets" refers to stocks that are not listed on any exchange. They trade with the support of any broker-dealers who are willing to make a market in them and thus the trading for any particular issue may or may not be in New York.
