It'll take forever to get a copy at the library because there will be a long waiting list to check the book out.
If you have a friend who's already finished the book, ask them if you can borrow it so you can read it. If they're not done, ask if they'll lend it to you when they're finished. That will be quicker than waiting for your turn to come up at the library.

If you try the library, there will probably be a really long waiting list. Why don't you just buy it, seeing how JKR definitely deserves the money for all her hard work. It isn't that much. Go to Walmart.
