I have a shower head and arm that broke off the threaded elbow in the wall. I would like to remove the broken threaded piece, which is broken flush with the elbow, so that I may replace the arm and head without opening the wall...

You will need an easy-out for 1/2" pipe. Tap it into the broken piece and with steady pressure in, try to loosen it.

A 1/2" easy-out will do the trick. Put in the wall into the fitting where the shower arm broke. You will probably need to tap it with a hammer to make sure it grabs the broken piece. Once it's secure in the pipe then turn it counter clockwise to remove.....If it slips inside the pipe then you didnt tap it hard enough with the hammer. Dont let it slip too far so that you dont damage the pipe to where you cant get it out....you should have no problem with this...hope it works and good luck

Take the broken piece with you to a Home Center or hardware and get a pipe EZ-out or extractor. Find a socket that fits the end and tape it in so it doesn't fall off inside the wall. This will remove the broken piece.

You can use an internal pipe wrench or very carefully pry it out with a screwdriver.
