Well, what about when the cops harassed my friend for taking pictures with his camera outside on the sidewalk? The cops told him to move along and he was not allowed to take pictures. Then he was thrown out of a bar because he was taking pictures inside the bar. And then there are the guys who use their cellphone cameras to take pictures from under a woman's dress and try to get those kinds of pictures.

If it was illegal, wouldn't all the paparazzi be in jail? Like people above me said, if you're in a public place or even if you're on private property that is visible from public property, you have no expectation of privacy. However, I do think it's pretty rude to take someone's picture without their permission.

I highly doubt it. People do it all the time and if it were illegal people would have complained and successfully sued.
BTW, I took a picture of a duck on my front lawn that had walked across the street and up a hill from a man-made "lake" - am I in trouble? ;)

NO ONE can tell you whether or not it is legal since we don't know in what country/state this is taking place, the nature of the photo or any other relevant information.

No!!!!!!!!!!!!! (in most states)
Cameras have been around for over 100 years and no one needs consent to a camera pic.

i don't think it illegal to take their picture....it is illegal to have them published without the consent of the subject...that is why models have to sign release forms before the photographer takes their pictures......
