Faxes transmit through telephone lines. So the phone wasn't working for some reason which is why there was no dial tone. Check the connections, at the wall, and at the fax machine.

If you still can't get a dial phone, contact the phone company.

Means the modem can't hear a dial tone on phone line.
Is there a NORMAL 56k modem installed and connected to phone line ?
If so, was anything else using line at the time ?
To test, lift handset, listen to dial tone, hit send, listen in earpiece for modem clicking as it lifts line, and then beeping as it dials. If nothing happens, recheck modem connection and driverts.

Remember if you are on dial up internet that will take the phone line
