You have to get it on the ballot so that it can be voted it on. so you have to start an initiative, you have to get a certain amount of signatures (I'm not sure how many) then they have to be validated, and if all goes well It will be voted, on and it will go the way you like.

The city council would have to enact an ordinance and/or change the city charter.
