To me the choice is pretty has got to be the NFL Legend, Lamar Hunt- founder of the Kansas City Chiefs, and the driving force behind the creation of the AFL, which merged with the NFL formally in 1970 bringing teams which are now the best in the NFL such as the Chargers, Patriots, etc, Without him the NFL would not be what it is...He was a owner/gm for many years, and the Chiefs dominated the AFL several years, and won some of the first Superbowls.

Whoever it was that pulled off the trade to send Herschel Walker from the Dallas Cowboys to the Vikings for a couple draft picks which basically turned out to be the picks that rebuilt the cowboys into the Aikman, Irvin, Smith show in the 90's..

Let's try Mike Holmgren. Since becomming a GM, he has taken his team to the playoffs every single year, has been to the superbowl a few times and has one of the best winning percentages of all time.

I would think that the Rooney family in Pittsburgh. They have consistently built winning teams and managed to not fall into the high priced free agent game while doing it. 5 Superbowls and counting, plus they are always competetive in their division.
