factor out xy from the top
xy(6x^4y^3 + 3x^2y - 1)/xy
simplify
6x^4y^3 + 3x^2y - 1

You need to factor the numerator first.

[3xy(6x^4y^3 + 3x^2y - 1)] / (3xy)

Now, the 3xy cancels in numerator and denominator.

You are left with:

6x^4y^3 + 3x^2y - 1
