We can make a table which displays the year vs the childbearing age

Year Age
---- ----
1970 22.10
1971 22.18
1972 22.26
1973 22.34
1974 22.42
1975 22.50
...

If n is the number of years since 1969, a formula relating n to age would be:
Age = (0.08)n+22.02

Using this formula, the median age for first childbirth in 2009, 40 years after 1969, would be:
Age = (0.08)(40)+22.02 = 25.22
