N=nxM
M=N/n=0.1N/1=0.1M is the final concentration you want

M1 x V1 = M2 x V2
11.6 x V1 = 0.1 x 5.5 ml
V1 = 0.0474 ml = 47.4 ul from stock. Mix with 5.5ml - 0.0474 ml = ml of water to make 5.5 ml of 0.1N solution.
