This is one of my favorite songs. It speaks loads to me. I think of these words everytime I see or hear of hate.
It reminds me or me...being the one wanting to know what I did that was so wrong to be hated for living...beaten for wanting...and attacked for loving....

Depeche Mode before I knew them as DEPECHE MODE. "People Are People" certainly registered with me when it first came out, but the group as a whole didn't set off my musical "gaydar" until VIOLATOR came out. "People" was one of the first songs I thought of when I first heard the news about Matthew Shepard. (sp?) But nothing hit home for me more personally than my "now or never" song (as in coming out for good), "Policy Of Truth".
You had something to hide

Takes me back to 1984. I think it's message still stands true.
EDIT: I remember during the Music For The Masses Tour '87-88, I was 13 and my parents wouldn't let me go. But my sister and friends went. Go figure!
The World Violation Tour on July 24, 1990 in Park City got rained out, and moved to Salt Lake City on the 25th. It was a great performance by DM & Nitzer Ebb. What a coincidence today is the 25th of July! I hadn't thought of this in years.

This might be totally off the mark but I feel that these are anti-war lyrics (judging only by your entry, as I have not heard the song.) I think that it it is talking about the enemy that seems to always be fighting and using violence, but we have to just lay back and wait for their common sense and decency to kick in. Everyone has a conscience and a heart. [I am not saying I believe all of that...but that is my interpretation of the lyrics]

Wow! Well, I'd say...
This person is seeing the bad side of someone, who he thought/knows differently. The traveling from head to fist might be his self respect, or self control. He has it, but doesn't show it - his fists suggest differently.

One of my favorite songs by Depeche Mode of course. I think you mean what do I think they're talking about, so I have always thought it was either racial intolerance or gay bashing but it's hard to say. Good question.
