First you need an ftp server if you are going to be the one sharing the files I recoment cerberus ftp server.
http://www.cerberusftp.com/

Once you have that setup and made sure you forwarded port 21 then you need a client assuming you are going 2 be downloading or uploading. I personaly like smart ftp http://www.smartftp.com/

once you are in that program type the ip of the server then you are set Good Luck

Send and retrieve files from/to where?

If you just want to send/receive files between those to machines then set up a Microsoft network (home network wizard) between them. Turn in file sharing and you will be able to see each machines shared folders from the other.

You will need to have an Ethernet Local Area Network (LAN) (or wifi) between the two PCs for this to work.

u can use Internet explorer. if u know the address of the server just put it in the address bar and hit go. if u have to log in right click and u should see how. example of the address would be: ftp://ftpserver.esmartguy.com/

You can do it with Windows Explorer. Not to be confused with Internet Explorer. Yeah you have enough.
