About midway through your cycle is when you are the most fertile. Of your 2 choices you would be most fertile after your period ends, if you have a short cycle, and the sperm lived long enough. Right before your period is to start you are not fertile because the egg is only good for about 24 hours, and then it takes at least 10 days for eveything to be prepared for your period. This time period is called your luteal phase.

the usual is 14 days after (which is actually the same as 14 days before if you have a 28 day cycle).
