As pointed out...we actually have hair on ALL parts of the body ( except the palms and soles of feet) and we have in fact the SAME numbers of hair follicles as chimps and gorillas etc, we just have thinner/finer hair.
Also as pointed out, the hair folicles on out head grow longer than those on the rest of our body...I think pubic hair is about 6 months, so I assume other shorter hair is shorter still...after this the hair falls out and other hair grows....I think there are around 3 hair for each follicle, so it can quickly replace the missing hair.

the hair on the other parts of your body does grow continuously.. it's just they keep falling out before they get too long.

When humans evolved from apes, there were hormonal changes which led to lesser growth of hair. Hair and fur is essential for thermal insulation in animals. Humans can make clothes and thus do not need hair all over. Thus hair has receded from almost every part of the body except the head , cheeks in males (beards) armpits and genitals.
Hair at these places keeps growing due to hormonal activity which keeps nourishing hair follicles.

All your hair grows continuously, some just falls out when they gets a certain length. Shave your whole body and you'll see.

because when it gets cut it replaces itself, eventually it will grow slower from not getting cut.
