by close you mean friends or love. Because I have, but as a friend with a guy whom I met at an interview. But it wasn't me actually, it was this guy who is very talkative and bubbling with energy. He started the conversation first. He is very friendly. Now we haven't met after that one meeting, but we have phone conversations some times regarding the future interviews etc.

Yes, there are certain people you meet that you just feel so comfortable with that it feels like you have known eachother forever the instant you meet. This makes it very easy to feel close to someone quickly.
