Skype is a program that you can use for chat (sort of like AIM or Yahoo Messenger) and also doubles as a telephone that runs off the internet. When you have a Skype account you can talk to buddies over a webcam or just like you would on the phone with a computer mic (some computers have built ins, Macs for example but you may have to buy a headset). You can also call landlines but I believe there is an extra fee for that feature.
I personally love Skype!!
