When outhouses were fashionable (so-to-speak), many people were illiterate, so symbols were used a great deal to help them get along in daily life.The moon on the outhouse was to signify that it was for women, while the men's outhouse often had a star or sun image. Later, I believe people became less hung up about the sexes using the same outhouse (at different times of course), so only one image was retained for the single outhouse, women using the outhouse more often then men as the men often relieved themselves in the bushes. Why any symbol at all? Well, people still largely couldn't read and it was a way to let them know the shed was not for some other use such as for smoking meat or storage.

I read that in early times, the moon represented a ladies outhouse and a moon represented the ladies. The story said so few people could read, these symbols were used in place of words.
