If it's above 65 degrees and I don't have a fan on, he can get close to a climax, but he cannot get all the way there. When it's cool enough, he has no problem going three or four times in an hour. It's very frustrating for him. Please help.

Yep, that is normal.
But 65 seems low. I too have the problem around 80.

I think it has to do with the scrotum not being able to pull up.

I have a similar problem when it's above 80. I use a fan and/or keep the AC on. You could try using a cool washcloth on the testicles before heading into the home stretch. I know how frustrating it can be. My wife would love to have sex in a hot tub, but I can bearly get it up in one.

So keep the fan on. It's hard to do your thing if you feel like you are about to burst from the heat. It's hard to concentrate on anything other than being so hot... Make it hot but keep it cool!!!
