However most parking areas are privately owned, not public.
In such an area it may be illegal to wash a vehicle if you do not have the property owner's permission.

However, there is the added complexity of the waste water.
A car park is likely to have storm drains only - designed to take rain water. The effluent from car washing contains detergent and possibly other chemicals (oil, fuel, etc.), so should go into a foul sewer only. It may be that the storm drains feed into a mixed-purpose sewer, in which case it would be OK to wash a car. But they may feed directly into a local watercourse (e.g. a stream or river) in which case car wash waste water should not enter the drains.

Very much doubt it. One of the car parks in our City Centre has ppl washing cars in it for a fee... so I highly doubt it is illegal.

Not that I know of....only thing could be some obscure local by-law which can prohibit almost anything on a local level...best check with Police or town hall.

England has own legal system but no Paliament-still uses UK one.Scots Law very different.

no of course not, as long as your not "casuing an obstruction to the public highway" i have washed mine on the street for years!

i dont think it is..i've washed my car in a public parking and haven't been reprimanded...(maybe because i was wearing skimpy shorts.LOL :)
