when is it good to water plants?

I have some plants out in a garden and need to water them often, when is the best time to water them? I have heard that you shouldn't do it on hot sunny days and you're only supposed to do it in the morning or in the afternoon when the sun is not out. Is that true or can I water them any time during the day?
My lawn is really dry too and is starting to turn yellow, are there any tips on how to water it or what kind of sprinkler to buy?

I water my plants/flowers late evening after the sun sets. If you water them in the morning the sun will quickly dry them out, watering at evening/night gives them a chance to stay wet. The rotating (moving) sprinklers are good for lawns.

Yes it is true that the best time to water your lawn is early morning before the sun is out or during sunset , the reason for this is once you water when the sun is out it draws the suns attention & the sun burns up the plant faster than if you didn't water at all . As far as lawn being dry also you can get a shower hose & just turn it on & leave it in each area for 15 min until you have covered the whole lawn , it should be nice & saturated . Good luck :)

First I will address the plants in your garden that need a lot of water. You can do several things to help with the extra moisture. Soaker hoses are great at getting the water to the root system and not on the leaves to sunburn them, especially on sunny days. You can also put inverted jugs on large liter bottles next to the plants that need the extra water. You might be able to camoflauge the bottles between the plants or paint them. But bury them as deeply as possible without damaging the roots of the plants, cut the top off the bottom to form a "funnel", then fill them with water. This allows the water to reach the roots where the plants need it and also allows the roots to grow deeper instead of them forming shallow roots, which will dry out faster.
If neither of these options suit you, depending upon where you live also will determine if you should water in the morning or evening. If you live in an area with high humidity, watering in the early morning is better because it allows the plants to dry during the day and helps keep them from being prone to fungus, etc. Water in the evening if you live in an arid part of the country to help retain the moisture.
Next, your question on the lawn... There are many different types of sprinklers on the market nowadays with many different adjustable patterns. You need to assess where the sprinkler will go to maximize your water without wasting it. Concrete and such doesn't need water. But you can get sprinklers that are adjustable to water in full circles, half circles, and even less. These allow you to water where you need it. You might consider even rigging a sprinkler system pop-up head on your hoses and burying them to keep from having to drag hoses around. Lay the hoses tautly in a pattern which is most efficient to your needs. Most grasses will grow over the hoses in no time allowing you to mow over them safely.
However you decide to water, it should be done efficiently and deeply. Put a small tuna can or a rain gauge out
where the sprinklers hit it and measure how much water you are using in one spot. If you have sandy soil, you may have to water more often but with less water at one time
than if you have clay soil. This also applies to if you live on a hill or have a run-off. The time of day to water depends on where you live, like I noted above about watering your garden.

I have a garden next to my patio... Since it's really hot throughout the day I only water early in the morning and just before the sun sets. We are currently under water restriction so watering the grass is out of the question.

I water my garden in the early evening. This prevents a lot of evaporation. For your grass, you need a sprinkler that covers the shape of your yard. There are many types. I had one that offered 4 different patterns on it. Check the Garden area in most stores.

Don't water them when they're under direct sunlight.
Make sure that you water them well enough but not too much. Otherwise their leaves will begin turning into yellow.
Brown leaves mean too much sunlight too little water.
